A Louisiana state trooper has booked in and bonded out of the Jasper County Jail. Patrick Joseph Bell, 45, of Merryville, is accused of being intoxicated when he hit and killed Frederic Joshua Goleman, 59, of Jasper on Sunday, August 29th, 2021.
Following their investigation, the Texas Department of Public Safety said that Goleman was walking on the westbound improved shoulder of Highway 63 West just outside of Jasper, and Bell was driving westbound in a 2018 GMC Sierra pickup truck when he went onto the shoulder and struck and killed Goleman.
Louisiana State Police announced Wednesday that they had arrested Bell based on a warrant obtained by the Texas Department of Public Safety after a toxicology report came back and showed Bell to have been over the legal limit in Texas at the time of the incident.
Jasper County Jail records show that Bell was booked in shortly after 6:00 Wednesday evening, and he was arraigned on Thursday morning by Precinct 6 Justice of the Peace Steve Conner. Bell was charged with Intoxication Manslaughter, and Judge Conner set his bond at $100,000.00.
Louisiana State Police said in a statement on Wednesday that Bell had been off-duty and on workers’ compensation leave since 2017. He has been employed as a state trooper since 2001.
